The Hudson River Tunnel Section will bore the stretch of the new tunnel tubes under the Hudson River and install the tunnel liner and floor.
Package 1C: The Hudson River Tunnel Section is building the section of the new tunnel under the Hudson River and installing the tunnel liner and floor.
The project also includes stabilizing the ground around a section of Hudson Bergen Light Rail tracks and reinforcing the foundations of the Willow Avenue Bridge, which connects Weehawken and Hoboken.
Together, Package 1A: The Palisades Tunnel, Package 1B: The Manhattan Tunnel, and Package 1C: The Hudson River Tunnel Section account for all tunnel boring and construction of the new tunnel’s core and shell – the entire heavy civil portion of the Hudson Tunnel Project.

The Hudson River Tunnel Section will bore and install the tunnel liner and floor for the approximately 7,250-foot-long section of the tunnel tubes stretching from the Hudson County Shaft in New Jersey to the 12th Avenue Shaft in Manhattan.
This construction package also includes
building nine cross-passages connecting the two tubes.
Tunnel Boring Machines
The tunnel boring required for the Hudson River Tunnel Section is uniquely challenging because this stretch of the tunnel passes through a wide variety of underground conditions.
To overcome this challenge, GDC will use two new, mixed-use tunnel boring machines to build the Hudson River Tunnel Section. These machines are designed to tunnel through rock and soft soil.
