The Office of Inspector General (OIG) for the Gateway Development Commission (GDC) is established by GDC’s Statute and Bylaws as an independent oversight body authorized to perform investigative and other work to safeguard the integrity of GDC and the Hudson Tunnel Project.
GDC OIG’s mission is to promote the efficiency and integrity of the Gateway Program’s Hudson Tunnel Project through independent oversight and monitoring to detect and deter fraud, waste, and abuse in the project’s delivery.
GDC OIG’s oversight features a robust integrity monitoring program, which utilizes independent monitors to provide real-time oversight of the GDC construction sites. By ensuring that every dollar is used efficiently and every contractor adheres to the highest ethical standards, the OIG upholds GDC’s commitment to transparency, accountability, and the responsible delivery of this critical infrastructure project.

Integrity Monitoring
The OIG manages and administers an Integrity Monitoring Program to safeguard the integrity of the Hudson Tunnel Project’s construction sites. By maintaining a presence on-site and conducting proactive oversight, this program serves as a critical front line to detect and deter fraud, waste, and abuse in the Hudson Tunnel Project.
The monitoring firms Joseph DeLuca Advisory Services and the Cohn Reznick Guidepost JV work to ensure that every dollar is spent appropriately and that all construction activities adhere to the highest standards of transparency and compliance.
