The current Portal Bridge, built in 1910, is a two-track swing-span bridge between Kearny and Secaucus in New Jersey. 450 trains–100 run by Amtrak and 350 by NJ TRANSIT–cross the bridge each day as they travel between Newark, New Jersey and Penn Station in New York City. Unfortunately, Portal Bridge opens for maritime traffic several times per month, delaying travel for thousands of passengers each time.

Portal Bridge is a decisive bottleneck, causing delays for both Amtrak and NJ TRANSIT trains. The century-old construction sometimes malfunctions during opening and closing, and increased traffic along the river has led to an increase in openings.
